Central Research Institute for Complex Use of Water Resources operates under the Ministry for Natural Resources and Environmental Protection, Republic of Belarus and involves the Ministry as an associated organization in the project. The role of CRICUWR in the project covers participation in the assessment of the agricultural runoff methods across the BSR, providing information about the agricultural "hot spots" areas in Belarus, participate in the preparation scenario runs integrating nutrient load, eutrophication and foreseeable changes, assess water quality and perform field investigations in selected river basins in Belarus, provide national authorities with diffuse pollution load data for future reporting for periodic Pollution Load Compilation (PLC). The Institute will also facilitate knowledge sharing, information dissemination and networking, and will be engaged into national policy dialogue (WP6).

The Republican Unitary Enterprise "Scientific Practical center of the national of Academy of Science of Belarus of Agricultural Mechanization" (NPTSNAN) is a state institution engaged in technology development related to agricultural development. The partner will be responsible mainly for WP3 and WP4 operations in Belarus aimed at exploring and introducing best agricultural practices, as well as investments preparation and implementation. The Center will provide also its input into knowledge sharing, information dissemination and networking, and will be engaged into national policy dialogue (WP6). It has wide expertise and experience in agricultural mechanization on the national level in Belarus, as been a relevant research institution with applied activities under the National Academy of Sciences.

Aarhus University (AU) has a long history of policy and legislative adaptation in Denmark. Since mid-eighties, the Institute has been responsible for annual calculations of nutrient surplus from the agricultural sector, and for calculations and modelling of nitrogen leaching on national and regional level, thereby having been the principal partner in the evaluation of the recent major national Action Plans. It will make available to the project a catalogue of measures sensitive to different situations. Enabled by a long data series collected, the institute will also provide knowledge about the environmental and economic efficiency of different types of legislative measures. The Institute will also contribute with expertise in modelling and scenarios of nitrogen fluxes on national and sub-regional level, addressing the impact of different measures (WP5).

Agro Business Park (ABP) is an IASP member science park, a private-public partnership established by a consortium of stakeholder organisations with interest in innovation in relation to environmental technologies, biomass, food and agriculture. ABP will lead the Investment and Innovation work package (WP4) and include 430 000 EUR of investment financing in its budget. The role of ABP in Baltic COMPASS is to facilitate introduce new technologies and innovations in the field of bioenergy, agriculture and environment, and to support this with investments. Goals are achieved via a Baltic competence and knowledge network that will enhance innovation and business development, sector studies of best technologies, information dissemination about relevant and accessible environmental technologies, and by assisting concrete investment project in being planned and realized.

TTU works with present agricultural runoff assessment methods in Estonia and with development of methodological improvements. In WP5, TTU will contribute with the development of countermeasures for reducing nutrient load in agriculture modelling by taking into account also variability in climate, hydrological regime and land use characteristics. It adds to the analysis of different mitigation measures and their efficiency to reduce agricultural load. The tasks also include development of scenarios to integrate environmental, social and economic issues and foreseeable changes in agricultural areas. TTU has a broad network with the agricultural community, municipalities and authorities in Estonia and the Baltic Sea Region and will maintain a cross-sector expert dialogue. It is also responsible for national reporting to HELCOM Pollution Load Compilation (PLC).

The Finnish Environment Agency (SYKE) will lead work package 5. SYKE is a national authority under the Finnish Ministry of Environment and provides services and expertise in relation to Finland´s participation in international programmes and actions including the EU regulatory framework. The role of SYKE in Baltic COMPASS will be to co-ordinate environmental modelling, scenario preparations and assessment of decision support tools for policy adaptation. SYKE will through its experience as a state agency contribute with the ability to integrate relevant sectors and stakeholders in holistic assessments and scenarios. This is an essential contribution in order to couple scientific assessments with the acceptance in the BSR community.

The Foundation for a Living Baltic Sea, operating by its brand name Baltic Sea Action Group (BSAG) leads the project communication (WP2). The main competency of LLUR is doing groundwork for and to give advise to the Ministry for Agriculture, Environment and Rural Areas practically and scientifically. Furthermore, it has jurisdiction over the administrative handling of assignments of areas and land use changes, especially in the field of nature protection and landscape usage. Other competencies of the State Agency are in the fields of information management, environmental planning and impact assessment, as well as capacity building and public information work. The input to this project will be provision of environmental information by modern technologies (WP 2) as a basis for capacity building (WP 3), tailoring information to the needs of different target groups. Another major input will be in the WP 6, supporting indicator development and definition on the data presentation and modeling carried out in WP 5 and on the basis of a regionalization project already running. After the creation of an indicator based regional status analysis and the analysis of possible impacts of climate change, the development of future perspectives (by story-telling, risk communication and other methods) and the preparation of action plans and investment initiatives will be carried out.

Hauptaufgabe des LLUR ist Grundlagenarbeit für und Beratung des Ministeriums für Landwirtschaft, Umwelt und ländliche Räume in praktischer und wissenschaftlicher Hinsicht. Weiterhin werden rechtliche Aspekte der Flächennutzung, insbesondere in den Bereichen des Naturschutzes und Landnutzung bearbeitet. Weitere Zuständigkeiten liegen in den Gebieten des Informationsmanagements, der Umweltplanung und Eingriffsbewertung, wie auch der Aus- und Weiterbildung und der Öffentlichkeitsarbeit. Hauptbeiträge zu diesem Projekt werden die Bereitstellung von Umweltinformationen mit modernen Mitteln (WP2) als Grundlage für den Aufbau von Kenntnissen und Fähigkeiten (WP3) sein, in dem Informationen und Erkenntnisse auf die Bedürfnisse bestimmter Zielgruppen maßgeschneidert aufbereitet werden. Ein weiterer wichtiger Beitrag wird in WP 6 stattfinden, indem die Entwicklung und Definition von Indikatoren unterstützt wird, die auf der Grundlage der Daten und Modellierungen in WP5 und aus den Ergebnissen eines bereits laufenden Regionalisierungsprojektes bereit gestellt werden. Auf der Grundlage einer Indikator basierten Regionalanalyse und der Analyse möglicher Auswirkungen des Klimawandels sollen mögliche Entwicklungen in der Region (unter anderem durch story telling, Risikokommunikation oder ähnliche Ansätze) entworfen und dirch Aktoinspläne und Pilotprojekte eingeleitet werden.

Union Farmers Parliament is the strongest commercial farmers' non-governmental organization in Latvia, founded in 1999. ZSA will engage the Ministry of Agriculture as an associated organization in the project and participate in the implementation WP3 (co-leader), WP4 and WP6. It will provide to the project a perspective of Latvian rural territories, as well as identify and transfer of best practices and innovative solutions, and facilitate of environmental investments in cooperation with responsible institutions in Latvia and partner countries. ZSA has a strong status as an interest organization and it maintains regular discussion with Ministries of Agriculture and Environment. Thus it will be able to convey results from the project and feedback from national authorities.

Institute of Technology and Life Sciences (former IMUZ) is the only subordinated institute to the Polish Ministry of Agriculture and Rural Development. It operates throughout Poland in collaboration with agricultural advisors, municipalities and farmers. With its long lasting multidisciplinary research in the field of agronomy, environment, water and land use management, and water quality protection, coupled with broad experience in applying practical and theoretical solutions to the problems of these issues. ITP is able to significantly contribute to activities in the Baltic COMPASS project such as modeling issues, monitoring activities, water quality survey, policy and dialogue aspects.
As a partner in the project ITP is able to contribute to activities concerning the best management practices to limit contamination of ground- and surface waters from agricultural sources. ITP will also perform numerical modeling of nitrogen and phosphorous transport for different scenarios of agricultural practices and land use.

The Swedish University of Agricultural Sciences (SLU) is a national authority under the Ministry of Agriculture. JTI will lead the Best Practice Utilization Package (WP3). JTI will work with dissemination of experience on best practices and management solutions across BSR cooperating closely with past and new EU- and other projects. The Swedish Board of Agriculture is the government's expert authority in the field of agricultural and food policy and horticulture. Its statutory responsibilities include implementation of policy, as well as monitoring, analyzing and reporting to the government on developments in the subject areas. One major task of the Board of Agriculture is the administration of the Common Agricultural Policy (CAP) of the European Union. The Swedish Board of Agriculture is also the chief authority for Sweden's district veterinarians. The role of the Swedish Board of Agriculture within Baltic COMPASS will be to provide expertise concerning implementation of agro-environmental measures and other measures (WP3), and provide input about the design and implementability of policies and experience in governance processes conducted in WP6. HELCOM as an intergovernmental organization oversees the implementation of the Helsinki Convention and the HELCOM Baltic Sea Action Plan (BSAP), which provide for the thematic environmental framework and specific environmental objectives for the project with respect to the Baltic Sea. The involvement of HELCOM in the project expands and strengthens the regional platform of dialogue, bridging between the agricultural and environmental sectors. More specifically, the role of HELCOM will be to arrange fora for stakeholder dialogue on the implementation of the BSAP and facilitate implementation of the plan through conveying information and steering resources for specific pilot investments, in cooperation with regional financing institutions. HELCOM maintains a regional database in which new GIS data on agricultural high risk areas will be incorporated for regional level display of agricultural hot spots and nutrient reduction potential. As a regional focal point for environmental policy development, and in particular with the strengthened role within the EU governance system as a coordinating organization for the implementation of the environmental priorities of the EU Strategy for the Baltic Sea Region, HELCOM can work further for a harmonized approach across the riparian countries on issues dealing with agricultural nutrient load assessment as well as the use of appropriate policy measures. As a partner in Baltic COMPASS, HELCOM will deepen ongoing regional cooperation between the agricultural and environmental authorities within the LAND group. Through partnership in Baltic COMPASS, HELCOM seeks to enhance coordination between the agricultural and environmental interests and priorities and thus build more solid common base for ensuring that agriculture in the Baltic Sea Region contributes to a healthy the Baltic Sea.
