Prioritized measures by Work Package 3

Work package 3 has compiled a list of prioritized measures that can be used by farmers to reduce nitrogen and phosphorus leakage. Most of these measures can be found in country specific regulations and some are entitled to economic subsidy. They include among others soil tillage management, fertilisation management and improved spreading technology.

The prioritized measures have been used by the partners in the WP3 group to produce national country reports “Implementation and status of priority measures” from most of the Baltic Compass countries. The country reports can be important to establish a common understanding of differeneces and similarities between countries in how the prioritized measures have been implemented. The country reports can be a guide for authorities and agricultural organisations of different strategies for implementation of different measures.

Policy briefs from seven Baltic Sea countries ready

The partners working for Work Package 6 have created Policy briefs on the implementability of agri-environmental targets in the partner countries. The policy briefs are based on the country reports published previously, but also on the experiences and knowledge the partners have gained from dialogues with stakeholders. These compact documents give a very useful brief on the key agri-environmental targets, implementing actors and key challenges in each country.

Baltic Compass report: Measures for Water protection

The major deliverable from Baltic Compass WP3 is an Atlas of measures to reduce runoff that are suitable for different conditions around the Baltic Sea Region. The Atlas will consist of case farms with practical examples of best practice, policy analysis of obstacles in the implementation of measures.

The work has begun and now Baltic Compass has delivered a list of Best Available Practices (BAP) and Best Available Techniques (BAT). The BAP consists of 12 major headings and altogether lists 25 measures to reduce the nutrient runoff from agriculture. These measures are implemented differently around the Baltic Sea region and Baltic Compass aims to gather country-level reports in order to compare and analyse specific information about how, why and to what extent various measurements are implemented in the different BSR countries.

Baltic Compass WP3 aims to identify and communicate the best practice utilization examples and innovations in management, business and technology in the Baltic Sea Region. The proect will apply a multiple benefit analysis on best available practices and selection of counter-measures to reduce pollution from agriculture. The purpose of the work is to introduce a broader systemic approach in the selection of counter measures, and thus provide strengthened decision support in designing future counter measure action programs and packages.

Implementability of agri-environmental targets

Baltic Compass Work Package 6, Governance and Policy Adaptation, has gathered together six national reports. The reports examine the challenges faced in implementing agri-environmental targets in the Baltic Sea countries.

The reports examine the challenges faced in implementing agro-environmental targets to reduce environmental impact from agriculture embedded in EU level programmes and policies, the HELCOM Baltic Sea Action Plan and national target programmes. The aim is to offer a situation analysis on lessons learned on the implementability of agri-environmental targets in each country. Denmark, Finland, Estonia, Lithuania, Latvia and Poland have all reviewed their agri-environmental policies via the analysis of targets and measures adopted in programmes and policies, such as the Rural Development Programmes. The main findings of the reports have been derived from consultations with implementing agencies and discussed with key stakeholders in order to identify the main challenges.
